1. If you observe a suspicious object or potential bomb
on campus, DO NOT HANDLE THE OBJECT! DO NOT ACTIVATE THE
BUILDING ALARM, CLEAR THE AREA IMMEDIATELY, CONTACT CAMPUS
POLICE (do not use a phone in the area) and DO NOT TURN ON/OFF
LIGHTS OR OTHER ELECTRICAL APPLIANCES AS THIS MAY DETONATE
THE BOMB!
· Authority to Evacuate
-Campus Police will notify the appropriate Vice President
of jurisdiction where a bomb threat has been received (oral/written).
This VP has the authority to order an evacuation (see Emergency
Contact List- Bomb Threat).
-Campus Police will order an evacuation, when the bomb threat
is discovered with a suspicious package.
· Campus Police will notify outside assistance if appropriate
(such as Worcester Police Fire and State Police Bomb Squad
(see College Notification System- Off Campus Assistance Section).
2. Any person receiving a phone call bomb threat should
ask the caller: (see bomb threat report form for details)
· When is the bomb going to explode?
· Where is the bomb located?
· What kind of bomb is it?
· What does it look like?
· Why did you place the bomb?
3. Keep talking to the caller as long as possible and record
the following:
· Time of the call
· Age and sex of the caller
· Speech pattern, accent, possible nationality, etc.
· Emotional state of the caller
· Background noise
4. Campus Police Officers in conjunction Building Coordinators
and with personnel familiar with the area will conduct a
detailed bomb search (see Appendix- Building Search Guidelines).
Employees are requested to make a cursory inspection of the
area for suspicious objects and to report the location to
Public Safety/Campus Police Officers. DO NOT TOUCH THE OBJECT!
Do not open drawers, cabinets or turn lights on or off.
5. When the building evacuation is announced or an emergency
exists, walk quickly to the nearest marked exit and alert
others to do the same. Be aware of possible secondary devices
(another bomb or suspicious package) both inside and outside
the building.
6. ASSIST PERSONS WITH DISABILITIES TO EXIT THE BUILDING
(in most cases a person will be designated with this responsibility).
DO NOT USE ELEVATORS.
7. Once outside, move to the designated assembly area (see
Evacuation Assembly Locations Section). Keep streets, fire
lanes, hydrants, and walkways clear for emergency vehicles
and crews. Note: explosions cause shrapnel to travel great
distances causing damage and personal injury. Seek distance
(a minimum of 500 feet) and cover with potential explosive
situations.
8. A Field Command Post may be set up near the disaster
site. Keep clear of the Command Post unless you have official
business. Campus Police will establish a perimeter and only
designated personnel will be allowed into the perimeter once
it is determined to be safe. Also to be considered is the
establishment of the following:
· Secondary perimeter(s)
· Triage area
· Staging area for emergency response assets
· Staging area for families / relatives / others
· Staging area for the news media
9. If requested, assist Emergency crews as necessary. Otherwise,
DO NOT RETURN TO AN EVACUATED BUILDING unless told to do
so by a college official.
IMPORTANT: After an evacuation, report to your designated
assembly area. Stay there to receive instruction. The Building
Coordinator will take roll call. |
